MR SPEAKER: The question is that the Bill as a whole be agreed to.

Mr Moore: I take a point of order, Mr Speaker. You said, "Is it the wish of the Assembly to consider the Bill as a whole?", and I said, "No".

Mr Kaine: Everybody else said "Yes".

Mr Moore: It takes only one.

MR SPEAKER: Very well.
