THESE AMENDMENTS ARISE FROM A RECOMMENDATION OF THE

COMMONWEALTH ADMINISTRATIVE REVIEW COUNCIL. THE COUNCIL WAS

ESTABLISHED TO MONITOR THE SCOPE AND OPERATION OF THE

COMMONWEALTH ADMINISTRATIVE REVIEW SYSTEM.

GIVEN THAT RIGHTS OF REVIEW ARE CONFERRED BY LEGISLATION, THE

COUNCIL CONSIDERED THAT, GOVERNMENTS SHOULD TAKE REASONABLE

STEPS TO ENSURE THAT PERSONS WHO ARE AFFECTED BY REVIEWABLE

DECISIONS ARE AWARE OF ANY RIGHTS OF REVIEW THEY MAY HAVE IN

RELATION TO THOSE DECISIONS.

THE COUNCIL THEREFORE RECOMMENDED IN RELATION TO

COMMONWEALTH ADMINISTRATION THAT A CODE OF PRACTICE SHOULD BE

INTRODUCED TO SET MINIMUM STANDARDS FOR NOTICES OF DECISIONS AND

RIGHTS OF REVIEW. THIS RECOMMENDATION HAS BEEN IMPLEMENTED BY

THE COMMONWEALTH AND IT IS APPROPRIATE THAT IT ALSO BE

IMPLEMENTED IN RESPECT OF THE A.C.T. ADMINISTRATIVE REVIEW SYSTEM.

THAT IS WHAT THIS BILL WILL DO.
