impediment to understanding and dealing with issues of housing affordability is the absence of a national housing policy. As I have explained, the federal government has a lead role in shaping the economic and social factors that affect the availability of housing and this government strongly believes that a national housing policy remains an urgent national priority.

I commend the report to the Assembly. I move:

Paper and statement by minister

MR QUINLAN (Molonglo—Treasurer, Minister for Economic Development and Business, Minister for Tourism, Minister for Sport and Recreation, and Minister for Racing and Gaming): I present the report on the ACT government ministerial delegation to the United Arab Emirates and Qatar from 5 March to 12 March 2005 and seek leave to make a brief statement.

MR QUINLAN: I will be very brief, given the business we have in front of us. This delegation was very successful. Seven ACT businesses went and most of them will come back with positive leads or contracts or at least a commission to produce some samples with the potential to do business. The Middle East, and Dubai particularly, was described by one of the participants on this trip as being like “Shanghai on steroids.” Certainly
