Motion (by Mr Wood ) agreed to with the concurrence of an absolute majority:That so much of the standing and temporary orders be suspended as would prevent order of the day No 3, Assembly business, relating to the report of the Select Committee on Estimates 2003-2004 being called on forthwith.

(Minister for Disability, Housing and Community Services, Minister for Urban Services, Minister for the Arts and Heritage and Minister for Police and Emergency Services) (4.25): I will be brief. There are comments in the committee report to refer a matter to a select committee of privileges. The political approach of that recommendation and of those opposite is evident. It is evident in the tone and words of the report. It is also very evident in the leaking of the report this morning to the ABC. If there was ever a clear indication of the political nature of that recommendation, it was in the leaking of the report to the ABC. I also think it was pretty dumb to leak it in that way.It is obvious that the opposition is just seeking to score points-it is entirely without foundation. I received careful advice and considered the matter very carefully before making the statement I made to the Estimates Committee with the recommendations from the report, because of the political nature of it, I say again there is no substance. However, since I at least respect the forms of the Assembly, I am not going to duplicate debate. I will save my strong rebuttal of this recommendation until, or if, the issue should ever arise again in this chamber.
MR CORNWELL
(4.27): I rise to participate in this debate and to direct my comments to a few matters. I commend the committee in its recommendations 3.42, 3.45 and 3.47.
