ACCEPTANCE ABOUT THE WAY LABOUR RELATIONS IN THIS COUNTRY
NEEDS TO DEVELOP. LABOUR MINISTERS ARE UNDER NO ILLUSIONS
THAT THE CONTRIBUTION OF GOVERNMENTS CAN NEVER BE ANY MORE
THAN TO CREATE
SUPPORTING FRAMEWORKS AND MECHANISMS.
THE ONUS, AS ALWAYS, WILL REST ON THE
INDUSTRIAL PARTIES, A PRODUCTIVE PARTNERSHIP
