That this Bill be agreed to in principle.
MR CONNOLLY (Attorney-General, Minister for Housing and Community Services and Minister for Urban Services) (12.16): Madam Speaker, the Government opposes this amendment to the Children's Services Act. It seems from the press releases and statements made by Mr Cornwell that the amendment is motivated by an old-fashioned desire to say that if we get tough we can stop graffiti and vandalism.
