QUESTION NO. 576
Land Tax
Mr Humphries - Asked the Treasurer upon notice on 12 September 1991:
(1) What research and/or studies were conducted by Treasury or any other ACT Government agency into (a) the operations of land taxes in other Australian states and territories; (b) the impact of the land tax on the availability of private rental accommodation in the ACT; (c) the potential revenue which could beraised by the introduction of the land tax; (d) the possibility of the land tax being passed directly to tenants and the impact on the cost of private rental accommodation in the ACT; (e) the impact of the land tax on investments made by involuntary landlords, such as members of the Department of Foreign Affairs posted overseas; (f) the cost of administering the land tax; and (g) the need for and cost of additional public housing in the event of a reduction in the availability of private rental accommodation resulting from the implementation of the land tax.
(2) Will the Treasurer make these studies available to the Assembly; if not, why not.
(3) Were any individuals and/or organisations consulted before the land tax was publicly announced; if so (a) which individuals and organisations were consulted; (b) when did these consultations take place and (c) what was the result of this consultation.
(4) What consultation took place with the Real Estate Institute of the Australian Capital Territory and the Canberra Association for Regional Development.
